Fly up using the balloon to see the pool of water/Dragon’s Tear.

First, you’ll want to head to New Serenne Stable, which is northwest of Lookout Landing.

Akkala’s Swirly Beach has the 12th Dragon’s Tear.

Talk to the NPC, Impa, and she’ll tell you about the Geoglyph patterns.

The idea is to reach high up in the air to see the pattern.
