To reach Xur, choose the Winding Cove transmat zone.
Get on your sparrow and go north, past the collapsed overpass.
The benefit of this chest piece is simple: You get an additional grenade charge.
That said, you do get a reasonable stat spread here, including a decent resilience roll.
You’ll also gain Rift energy from grenade kills.
