Brown will play Salvatore Maroni, a notorious crime boss in Gotham City.
The role of Maroni has been previously portrayed on screen by David Zayas and Eric Roberts.
He is also known for his roles in Dexter: New Blood and the film Promising Young Woman.
Brown’s other performances include Thor: Ragnarok, The Shawshank Redemption, and Highlander.
He will star in the upcomingJohn Wick: Chapter 4, which will open March 24.
The Penguin will consist of eight episodes and will continue the story of The Batman.
It is set to take place in the immediate aftermath of the events of the film.
Milioti will play Sofia Falcone, the daughter of Carmine Falcone.
Dylan Clark and Craig Zobel are also executive producing.
Zobel will direct the show’s first three episodes.
