As for PvE, Luna’s Howl wasn’t originally conceived as a gun to take down rank-and-file aliens.
For its perks, you have some choices based on how you play and what will serve you best.
More interesting and probably more useful is the Solar synergy you get from Heal Clip and Incandescent.
