Bungie outlined new modifiers coming to Destiny 2 activities to keep them fresh and challenging through multiple replays.
They’re a bit like less- intense versions of the Champion enemies currently in the game.
If you kill the enemy with the Shock Bane, the effect can transfer to other, nearby enemies.
